Statement about the Warwick Police Department Investigation at Jamison Elementary School.

In November 2024, the Warwick Police Department was contacted regarding allegations of abuse in a special needs classroom at Jamison Elementary School. Detectives were immediately assigned and began an investigation. This investigation has been ongoing, thorough, and comprehensive.

With the gravity of the allegations, I, as the Chief of Police, have personally supervised this investigation. The Special Victims Unit of the Bucks County District Attorney’s Office was contacted, and their attorneys provided guidance and direction throughout this ongoing investigation. At the conclusion of the investigation, the District Attorney’s Office concluded that the behavior alleged did not constitute criminal activity. Having monitored this investigation, I fully support that decision.

There has been discussion of this investigation being “closed” inappropriately. A more accurate description would be that there were times when the investigation was concluded. Every lead had been followed, every witness and every victim had been interviewed. Some of these interviews were challenging, as some of the witnesses and victims were non-verbal. Everything that could be done, was done. The investigation concluded, the results were presented to the DA, and a decision was made.

As time went on, people came forward several times with new information regarding these allegations. Any new information received was acted upon immediately and thoroughly investigated. The Special Victims Unit of the Bucks County District Attorney’s Office was kept informed and continued to offer guidance and direction. Each time we concluded our investigation of new information, the District Attorney’s Office was consulted. Their conclusion remained the same, that the behavior alleged did not constitute criminal activity. Having monitored this investigation, I fully support that decision.

It has been suggested that an independent investigation needs to be conducted. The investigation conducted by our detectives, supervised by our District Attorney, was in fact independent. We have no affiliation with the Central Bucks School District. However, a second, independent investigation was conducted by the Pennsylvania Attorney General’s Office. The Attorney General’s investigation was concluded, and their attorneys chose not to prosecute. I can’t comment any further on the Attorney General’s investigation, as it was, in fact, independent of ours.

It was noted in the Disability Rights PA report that our Police Department did not release investigative reports to them. The PA Criminal History Records Information Act prohibits the release of criminal investigative information to any agency other than a criminal justice agency. Disability Rights PA is not a criminal justice agency.

Finally, I agree with the decision made by our District Attorney’s Office not to prosecute in this matter.
The allegations are serious and troubling, but they do not rise to the level of crimes as defined by Title 18 of our Pennsylvania statutes (Crimes Code). There may be violations of education regulations and policies and procedures of the school district, but that goes beyond the scope of what a police department can address. I can assure our residents and our community that the investigation conducted by my officers was thorough, complete, and professional. I support them without reservation.
